Question from the Parrot Action Plan

Hello.  I’ve been reading the Parrot Action Plan and have a question for whomever out there in cyberspace that can answer it.  On page 118 is a segment about the Yellow-Faced Amazon.  Under the caption, “Actions,” on the following page it states:  “Information is urgently required on distribution, population status, and threats.”  My question is this:  How, if at all, does this pertain to the status of the captive Amazona xanthops? 

I live in Florida and there is a breeder here who sells baby Yellow-Faced Amazon chicks.  I realize that very few were ever even exported, according to the PAP.  Is it legal to buy and breed these birds here in the US?
